Early Life and Education
Jeeva Raj Budhathoki was born in Salyan,
Sharda Municipality Ward No. 3, in the village of Savik Khalanga. He was born
into a middle-class family and was influenced by his father, the late Resham
Bahadur Budhathoki, who had served as an officer in the British Indian Army,
inculcating military discipline within the home. Jeeva Raj passed his School
Leaving Certificate from Tribhuvan Janamadhyamik Vidyalaya in Khalangabat in
2034 B.S. (1977 A.D.). The then Prime Minister Marichman Singh used to be the
headmaster during his early education, wherein he used to study English.
Despite being brought up in a middle-class
family and military-like discipline at home, Jeeva Raj has fondness for
speaking, dancing, and performing in fairs and festivals. He continued his
education at Mahendra Bahumatkhi Campus in Nepalganj and completed his
Proficiency Certificate in 2040 B.S. (1983 A.D.). Further pursuing higher
education in the field of law, he got a B.L. from Nepal Campus, Kathmandu, in
2043 B.S. (1986 A.D.).
Public Service Career
Mr. Jeeva Raj Budhathoki started his career
in public service from 2051 BS onwards, joining the Nizamati Sevak Parliament
upon the recommendation of the Public Service Commission. Then, after serving
for a continuous period of 24 years in different capacities, including service
as a Joint Secretary, he got appointed as Secretary, Special Category, to
Karnali Pradesh Sabha in 2012 BS (2015 AD).
He had played an important role in the
establishment and functioning of the Karnali Pradesh Sabha during his tenure.
He played an important role in managing parliamentary work, procedures, and
practices, and he had participated in various important parliamentary
committees and investigations. His works included studying the constitutional
assemblies of the world and contributing to the draft of Nepal's constitution,
especially on federalism and republicanism.
Academic Achievements
Besides legal education, Jeeva Raj
Budhathoki pursued a number of post-graduation educations. He completed a
Master's in Political Science, Sociology and three-disciplinary course in
Public Administration from Purvanchal University. His academic achievements
also include one-year V.Ed. This extensive educational background enriched his
understanding and implementation of parliamentary practices and procedures.
International Exposure and Contributions
Jeeva Raj Budhathoki's commitment to
parliamentary excellence led him to participate in various international
seminars and studies. Visited and observed working systems in India,
Bangladesh, Pakistan, China, Japan, Vietnam, South Korea, Sudan, Congo, Rwanda,

जनैपूर्णिमा र गाइजात्रानेपालमा छन् धेरै जाती संस्कृति, चाडबाड र प्रचलन, सनातनी हिन्दु तागाधारीको, आज जनै पूर्णिमाको दिन, तलाउमा गाईको गोबर तथा, तुलसीको माटोले नुहाउने, वैदिक विधिपूर्वक मन्त्रिएको, जनै (यज्ञोपवित) लगाउने ! जनैका दुई शिखामध्ये एउटा, शिखाका तीन डोरा जुन्, शास्त्र भन्छ, ती ब्रहृमा विष्णु र महेश्वरका प्रतीक हुन्, अर्को शिखाका डोरा, कर्म उपासना र ज्ञानका तीन योग, मानव चोला सफल अबश्य हुन्छ, गरे यिनको सदुपयोग !! कश्यप, अत्रि, गौतम, जमदग्नि, वशिष्ठ, र विश्वामित्र, अनि भारद्वाज यी सप्तऋषि, एकाग्राले सम्झी मनभित्र, पितृलाई नदीकिनार तर्पण दिंदा, पितृ उद्धार हुन्छ भनि, मान्यता राख्ने यो पर्वको अर्को, नाम रहेको ऋषितर्पणी !! सत्ययुगमा दानवद्वारा, देवगणहरु स्वर्गदेखी लखेटिए, गुरु वृहस्पतिले रक्षा खातिर, युक्ति अठोट मनमा लिए, विधान तयार गरी गराई, मन्त्रतंत्रको धागोले स्वर्ग जेले, अत्यन्त बलशाली दानवराज बलि, बल्झेर बाँधिए त्यसैले !! वृहस्पतिले भनेका थिए बाँध्छु, बलिलाई विचलित नबन, पौराणिक कथनमा चलेको, परम्परा भनिन्छ रक्षाबन्धन, पूर्जा, तिलिजा, रञ्जिता तथा, गर्वुजा थरका मगर पनि, संस्कृतिका धरोहर आजकै दिन, जनै धारण गर्दछन् उनि !! नेवार समुदायको प्रिय आजको, दिनलाई गुन्हु-पुन्ही भनी, मनाइने परम्परा रहेको र, गाइजात्राको अर्को नामले पनि, गठेमङ्गलका दिन नरभक्षी, घण्टासुरलाई बाटो भुलाई, धापमा जाकिदिएको भ्यागुतो, भन्छ रे आज पुज मलाई !! लेख्दा लेखिरहू, सुन्दा सुनिरहू, लाग्ने सबै यी परम्परा, मौलाई रहोस नेपाली एकता, सांस्कृतिक बिबिधता हराभरा !! येनबद्धो बलिराजा दानवेन्द्रो महाबल ! तेन त्वं प्रतिवध्नामी रक्षेमा चल मा चल !! | धौलागिरी र लालीगुराँसधौलागिरीको फराकिलो आगनमा, ढकमक्क लालीगुराँस अयो पाहुना, बसन्तको सुरम्य यो मध्यमाझमा, आहा साँच्चै कति आनन्द हृदयमा !! सेतो फेटा गुथे झैं यो धौलागिरी, रातै फूलेको गुराँसले आँखै तिरिमिरी, डाँफेमुनालको कोलाहल र चिरिविरी, थाक्दैन कोही यो सुन्दरता हेरिहेरी !! बनका कन्दरामा पालुवा छाएका, मृग चराचर उफ्रिउफ्रि रमाएका, चिसोवायु बेगमा पात फर्फराएका, पदयात्री, पर्यटक स्वर्गमा हराएका !! नेपालीका दुःख र पीडा आफ्नै छन्, बेदना र मर्मका चोट अरु धेरै झन्, नियतिले कहिलै कसैको भरेन तन्, देश अस्तव्यस्त परदेशमा खिन्न मन् !! जहाँ जे होस् स्वदेश संझाउन थाले, नेपाल आमाको अनुपम सुन्दरताले, सुन्दर प्रकृतिमा लुकेको बैभवताले, लालीगुराँस र धौलागिरीको मजाले !! |
